Institutions cannot bend to generic software.
A public institution operates under law. Who may decide, what must be recorded, how money and resources move, and who answers for each action are not preferences — they are obligations. Software that forces an institution into someone else’s process model creates friction at best and untraceable decisions at worst.

Institutional systems are deployed into environments the institution controls. CREA-KO does not require operational data to be surrendered to a public cloud in order to modernize. Role-based access, auditability and segregation of duties are engineered into the system, so every action carries identity, authorization and history.
