This is the reference layer of the CREA-KO website: where the operating vocabulary is defined precisely, and where the questions an evaluator actually brings are routed to the pages that answer them with substance. Nothing here replaces those pages — it helps you read them.
Why a reference layer
Loose language becomes loose systems.
Institutional and enterprise evaluation runs on words like continuity, sovereignty, custody and auditability. Used decoratively, they cost nothing at the proposal stage and a great deal in operation — because a term read two ways at evaluation becomes a system built the wrong way later.
CREA-KO uses this vocabulary as a set of operating commitments, not atmosphere. The pages across this website show each commitment working; this section defines the words and points to that evidence, so an evaluation can proceed on exact terms.
