The operating environment is the engineering problem.

A capability describes what CREA-KO can engineer. What decides how it must be engineered is the environment it runs in — the mandate it carries, the obligations it answers to, how far it is distributed, and what has to keep working for years. The same disciplines behave differently under different pressure.

Not a sector directory

A ministry and a warehouse are not the same problem with different words.

It is tempting to build one template and change the nouns — a page for government, a page for logistics, the same system underneath. That is exactly how software stops fitting the organization it is meant to serve.

What actually changes the engineering is not the industry name. It is the pressure the environment puts on the same underlying disciplines: where authority sits, how much must be proven, how far work is spread, how much moves, and what has to survive change. CREA-KO designs from that pressure, not from a label.

Before the industry is named, these are the forces that decide the architecture, the implementation and who stays responsible afterwards. Every operating context is a different balance of them.
