International programmes
CREA-KO has worked with the U.S. Department of State, INL, the U.S. Embassy in Kosovo and ICITAP across institutional programs — engineering carried out inside internationally supervised programme structures, with the discipline that setting demands.

The practice, evolved
From purpose-built systems to operating platforms.
The practice began with purpose-built systems and the long institutional responsibility they demand — analysis of the mandate, engineering around it, and maintenance measured in years rather than releases. That work widened into enterprise operations, integration with systems already in service, and eventually into continON: the configurable operating platform that carries what the custom years taught.
The toolset has evolved with the work — modern platform, cloud, DevOps and security engineering serve the same discipline. What has remained constant is the order of operations: understand the operating environment first, carry implementation responsibility personally, protect continuity deliberately, and work within security and disclosure boundaries without being asked.
That practice now reaches the decision layer. Decision Intelligence carries CREA-KO’s understanding of structures, records, responsibility and control into a clearer view for leadership.
