The problem

A government runs many bodies that each carry a distinct mandate, yet each rebuilds the same administration — workforce, finance, procurement, records — on its own. The engineering problem is to give them one shared foundation without dissolving the boundaries that make each accountable.
Left unsolved, the duplication is not only wasteful — it is where inconsistency begins. Ten bodies maintaining ten versions of the same payroll, procurement or records logic drift apart quietly, until the same rule means different things in different ministries and no one can say which is correct. A shared foundation removes that divergence at its source, because there is one definition to maintain rather than a dozen copies to keep in step.

The administration

The test of the design is what a reorganization costs. On a shared foundation, moving a function from one body to another is a change of authority over records that already exist, not a migration of data between rival systems — so the institution keeps a continuous history across a change that would otherwise fracture it.
