A public mandate has to become governed daily work — and outlast the people who hold it.
A public-sector system is not a workflow application with an official seal on it. The structure comes first. The software is shaped to it.
Engineering starts from how the institution is actually organized — its units, its chains of accountability, the boundaries between departments — and builds the model to fit that, rather than asking the institution to reorganize around a product. Existing registries and systems that still serve their purpose are connected, not discarded, and modernization is staged so daily operation is never destabilized to make progress.
